Role :  

Responsible for the development of the nation’s rubber and jatropha industries.

   
Functions :  
  • Formulating and drafting policies, strategies, programmes, rules and regulations pertaining to the rubber and jathropa industries.
  • Coordinating and evaluating policies and strategies to enhance the development of the rubber industry, both at the upstream dan downstream levels.
  • Planning and implementing appropriate development models to enhance industrial competitiveness.
  • Gathering information and developing database of the national rubber industry.
  • Planning and coordinating economic, incentives and assistance programmes/activities to encourage integrated rubber plantation with other crops, husbandry and aquaculture.
  • Monitoring the activities of new technology transfer to smallholders and industries in order to increase productivity and efficiency.
  • Coordinating and evaluating the infrastructure needs in rubber plantation.

  • Establishing joint cooperation among the stakeholders in the rubber and jatropha industries.

  • Monitoring and evaluating the performance, implementation progress as well as the impact of policy implementation, strategies, programmes, activities and development projects. These include research and development activites undertaken by agencies and councils related to rubber and jatropha industries.

  • Coordinating the activities and programmes of the Malaysian Rubber Board, Malaysian Rubber Export Promotion Council and other relevant agencies in planning and implementing the development programmes of rubber industry.

  • Planning and organising promotion and economic missions for rubber and rubber- based products in existing markets and exploring new markets with special focus on niche markets.

  • The focal point for rubber related international organisations such as International Rubber Study Group (IRSG), Association of Natural Rubber Producing Countries (ANRPC), International Tripartite Rubber Council (ITRC) and International Rubber Consortium (IRCo) and responsible in safeguarding the interest of the national rubber industry in relevant negotiations.

  • Planning and providing incentives to encourage mechanisation and automation in the rubber industry.

  • Developing product standards, Good Agriculture Practices (GAP) and Good Manufacturing Practices (GMP) to fulfill local and international rubber market requirements.

  • Organising dialogues between the Ministry and the stakeholders of rubber industry, such as the smallholders and rubber product manufacturers.

  • Coordinating administrative, property and support services matters of rubber related Government agencies such as the appointment of Chairman and Members of Malaysian Rubber Board (MRB), LGM Properties Corporation (LGMPC), RRIM Consult Corporation (RRIMCorp), Trustees of Malaysian Rubber Export Promotion Council (MREPC), Board Members of the Tun Abdul Razak Research Centre (TARRC) dan the Foundation of Malaysian Rubber Development Corporation (MARDEC).
