| Functions : |
|
|
1. ORGANIZATIONAL DEVELOPMENT UNIT
|
- Human resource planning
- Reviews on the organizational structures and establishment of Ministry of Plantation Industries and Commodities (MPIC) and Agencies under the purview of the Ministry
- Reviews on the upgrading of posts of MPIC and Agencies under the purview of the Ministry
- Inspectorate on establishment and schemes of services of Agencies under the purview of the Ministry
- Coordinate the nomination of candidates for state and federal awards for MPIC and Agencies under the purview of the Ministry
- Establishment and management of information on the terms of services of contract officers in MPIC and Agencies and Councils under the purview of the Ministry
- To act as the secretariat for the Joint Departmental Council (MBJ)
- Responsible for the property and assets declaration of the personnel in MPIC
- Monitor and update data on the vacancies in MPIC and Agencies under the purview of the Ministry
- Process the appointment of the Director General, Chairman of Boards and contract officers of the Agencies under the purview of the Ministry

2. SERVICE UNIT
|
- To manage and coordinate the recruitment, placements, transfers, pension, confirmation of appointment and post, and placements under the pension scheme, extension of contract for contract personnel, records of leave and the management of the Human Resource Management Information System (HRMIS)
- To manage and prepare the statement for changes (Kew 8) in pay and allowances (warm clothing allowances, official/ceremonial suit allowances, allowances for shifting house and covering allowances)
- To manage and process the Yearly Evaluation Report for personnel, yearly increment of salaries and disciplinary actions on personnel
- To device a succession plan for MPIC and Agencies under the purview of the Ministry
- To plan for job rotation of officers and support staff in MPIC
- To process the temporary placement or short term placement of University students in MPIC
- To act as the secretariat for the Human Resource Development Panel; Working committee for the Search Committee and the Integrity Management Committee of MPIC

3. TRAINING AND COUNSELING UNIT
|
- To plan the yearly training needs (courses/ seminars and workshops) for officers and staff of MPIC
- To manage the participation of officers and staff in training organized by private agencies
- To identify, coordinate and plan the Ministry’s counseling needs and programmes for officers and staff in MPIC
- To act as secretariat for the Sub-committee for training, Committee on the National Integrity Plan (NIP) (Ministry’s level) in MPIC and Agencies under the purview of the Ministry
- To coordinate and attend penal meetings on Competencies Level Assessment (PTK) in MPIC and Agencies under the purview of the Ministry
